Dear Governor Voinovich:

This letter is to bring to your attention inappropriate material being distributed via the internet website of the Ohio Department of Natural Resources/Wildlife Division. I have printed out the "Question & Answer" section of their website regarding Mourning Dove Hunting and enclose it here for your convenient review of this material; you will note that your name appears on the bottom of this webpage/document.

It is my understanding that since this dove hunting ban issue (Issue 1) has been placed on the Ohio ballot for a vote by the citizens of the State of Ohio, this State agency SHOULD NOT be permitted to lobby against its passage via subjective materials such as those posted on the above-referenced website. The ODNR is supposed to represent and in their mission statement claims to be dedicated to all Ohioians, not just hunters.

While I have not had an opportunity to research it further, I suspect it is also illegal for this agency to post such opinions on a government-operated site; weren't there questions raised regarding state funds being used to reproduce printed materials on this very subject?

If they wish to provide information on these birds, I suggest they do so objectively. The USDA Forest Service [http://www.fs.fed.us/], for example, has an educational and objective database of information, which including entries about the Mourning Dove species [http://www.fs.fed.us/database/feis/animals/bird/zema/biological_data_and_habitat_requirements.html].

IN SUMMARY, legitimate information regarding the doves and their state population would be acceptable and understandable considering the ballot issue, but the information in this Q&A section is biased and constitutes lobbying against the passage of this issue and is therefore inappropriate for a government agency such as ODNR.
