{Inside Address}

Dear Ms. Dennison:

Thank you for contacting me about chimpanzees used in research. I appreciate hearing from you.

I am a strong supporter of animal welfare. I agree with you that actions must be taken to properly care for chimpanzees that are no longer used in research. As you know, the United States Department of Agriculture, one of the federal agencies that monitors the safety and welfare of research animals, ordered The Coulston Foundation to turn over 300 of its 650 chimps to other centers by January 2002. This settlement was in response to charges that the operator of The Coulston Foundation had violated animal welfare laws.

I believe in responsible action to prevent the suffering of animals. Representative Greenwood introduced the Chimpanzee Health Improvement, Maintenance and Protection Act (CHIMP ACT), H.R. 3514 to establish a system of sanctuaries for chimpanzees that are not longer used in research supported by the Public Health Service. This bill has been referred to the Subcommittee on Health and the Environment.

I am in the process of reviewing the CHIMP Act and other pieces of legislation that protect the welfare of animals. I will give your comments series consideration.
